The EOPSS Office of Grants and Research (OGR) is pleased to make available several funding opportunities for local municipalities/police departments and nonprofits to competitively solicit funding to address security protection, prevention, intervention, and suppression programming needs.

- Commonwealth Nonprofit Security Grant Program

- This program provides onetime grant funding to assist nonprofit organizations (such as faith-based institutions, medical and health care facilities, and other human service entities) with enhancing building safety and security for its members/participants and staff. Priority is given to applicants demonstrating the greatest need (experienced threats and/or incidents of terrorism or hate crimes known or believed to be related to their nonprofit organization’s purpose, mission, or services), propose cost-effective solutions to addressing high-priority security gaps or weaknesses and have NOT previously received CNSGP or similar funding from OGR.
- Eligibility: Only a 501(c)3 nonprofit that can demonstrate a high risk of a terror attack or hate crime is eligible to apply.

- Commonwealth Nonprofit Security Personnel Grant Program

- This program represents one-time grant funds available through a competitive process to eligible 501(c)3 nonprofit organizations, such as faith-based, educational, medical/health care service providers, human services, and other organizations that have demonstrated that they are at high risk for terrorist attacks or hate crimes. Recipients of this funding must contribute matching funds to the project equal to $1 for every $1 contributed by the Commonwealth. Priority will be given to applicants demonstrating the greatest need and proposing cost-effective solutions to hiring security personnel, and to those who have not previously received funding from OGR.

- Commonwealth Restorative Justice Community Grant Program

- This program delivers funding to community-based nonprofit organizations that provide restorative justice programming in low-income communities in Massachusetts.

- Bulletproof Vest Program

- This program provides reimbursement to eligible police departments that have already applied and have been approved for reimbursement from the federal government under the Bureau of Justice Assistance’s Patrick Leahy Federal Bulletproof Vest Partnership Grant Act of 1998. As funding is limited, reimbursement is available on a first-come, first-served basis.
- Application Instructions: Local police departments and other eligible law enforcement agencies must first apply for reimbursement through the Patrick Leahy Federal Bulletproof Vest Partnership Program. Each state reimbursement request will require proof of the federal approval or proof of payment of the federal reimbursement. Please be advised, the current Commonwealth of Massachusetts Standard Contract form for the BVP expired on February 28, 2022.
